بعد أكثر من ثلاث سنوات في بغداد، انهي عملي كسفير لبريطانيا في العراق. لقد كانت رحلة لا تصدق في بلد رائع، وفي وقت صعب. عندما وصلت في صيف عام 2014، كان أكثر من ثلث الأراضي العراقية في أيدي داعش. وكان مقاتلوا داعش يقتربون من ضواحي بغداد. وتتعرض البلاد لخطر كبير. بعد ثلاث سنوات، دمرت الخلافة، وداعش على وشك الانهيار. لقد هزم داعش بقوة العراقيين. والتزام الحكومة العراقية بقيادة رئيس الوزراء حيدر العبادي والشجاعة الهائلة لقوات الأمن العراقية. أنا أشيد واحيي جميع العراقيين الذين استشهدوا أو جرحوا في الكفاح من أجل تحرير بلدهم من طغيان داعش. وأنا فخور بأن المملكة المتحدةوهي صديقة للعراق منذ أمد بعيد، بصفتها عضوا بارزا في التحالف الدولي، وقفت بجانب العراق والعراقيين في مواجهة عنف داعش وقمعه.

 

ولكن في الوقت الذي تتراجع فيه داعش، لا تزال هناك تحديات. ويشمل ذلك استقرار المناطق المحررة؛ وحل التوترات السياسية الداخلية؛ إعادة بناء البلد؛ وتنفيذ إصلاحات اقتصادية صعبة ولكنها ضرورية - بما في ذلك إنهاء لعنة الفساد التي تؤثر على الكثير من العراقيين. وأنا واثق تماما من قدرة العراق والعراقيين على مواجهة هذه التحديات. وبهذه المناسبة، يسرني أن رئيس الوزراء العبادي أكد على موعد الانتخابات العام المقبل تماشيا مع الدستور العراقي. وأحث اللجنة العليا المستقلة للانتخابات على البدء في التحضير بأسرع وقت ممكن لضمان أن تكون الانتخابات حرة ونزيهة، وأن تكون خطوة إيجابية في إقامة الديمقراطية العراقية الفتية. وستبقى المملكة المتحدة بجانب العراق ملتزمة بمساعدتكم على بناء مستقبل مستقر ومزدهر وموحد.

 

سوف أفتقد أشياء كثيرة في العراق، من المناظر الطبيعية المتنوعة في جميع أنحاء البلاد إلى اللغة؛ من الثقافة التي بنيت منذ قرون من التقاليد إلى المطبخ العراقي المتعدد الأصناف الإقليمية. لقد كنت محظوظا بما فيه الكفاية للسفر طولا وعرضا في هذا البلد العظيم؛ للتعلم عن تاريخه، من الأيام الأولى عندما كان مهد الحضارة، إلى اليوم، حيث أن الاهوار الجنوبية العظيمة تعتبر بحق موقع تراث عالمي و المواقع القديمة في أور، بابل وأربيل. ومعرفة التنوع الهائل من التقاليد، والأهم من ذلك، لإعادة التواصل مع الأصدقاء القدامى وصنع صداقات جديدة.  وبمغادرتي، أشكر جميع العراقيين على كرم ضيافتهم ودعمهم لي خلال وقتي هنا. لن أقول وداعا ولكن بدلا من ذلك سأقول أني أتطلع إلى رؤيتكم جميعا مرة أخرى عندما أعود مستقبلاً.

 

 

 

 

 

Read the final statement from Frank Baker, UK Ambassador to Iraq. In this, Frank reflects on his 3.5years in the role and discusses his hopes for Iraq’s future.

 

 

After over three years in Baghdad I am moving on from my role as British Ambassador to Iraq. It has been an incredible journey, in a fascinating country, at a challenging time. When I arrived in the summer of 2014, over one third of Iraqi territory was in the hands of Daesh. Its fighters were approaching the outskirts of Baghdad. The country was under a significant threat.  Three years on, the caliphate has been destroyed and Daesh itself is on the brink of collapse. It has been defeated by the strength of ordinary Iraqis; the commitment of the Iraqi government under the leadership of Prime Minister Haider al Abadi; and the immense courage of the Iraqi Security Forces. I pay tribute to all those Iraqis who have died or been wounded in the fight to liberate your country from the tyranny of Daesh. And I am proud that the UK, a longstanding friend of Iraq, has, as a leading member of the Global Coalition, stood by Iraq and Iraqis in the face of Daesh’s violence and oppression.

 

But while Daesh is in retreat, challenges remain. These include stabilising liberated areas; resolving internal political tensions; reconstructing the country; and carrying out difficult but necessary economic reform - including ending the curse of corruption which affects so many Iraqis. I am fully confident in the capacity of Iraq and Iraqis to rise to these challenges. On this note, I am delighted that Prime Minister Abadi has confirmed the date for next year’s election, in keeping with the Iraqi constitution. I urge the Independent High Electoral Commission to begin preparations as soon as possible to ensure that the elections are free and fair and are a positive step in establishing Iraq’s young democracy. The UK will remain at the side of Iraq and is committed to helping you to build a stable, prosperous and unified future.

 

I will miss many things about Iraq, from the varied landscapes across the country to the language; from the culture built upon centuries of tradition to the cuisine with its regional varieties. I have been fortunate enough to travel across the length and breadth of this great country; to learn about its history, from the earliest days when it was the cradle of civilisation, to today, as the great southern marshlands are rightfully designated a World Heritage site; to see the ancient sites of Ur, Uruk, Babylon and Erbil; to learn about the immense variety of traditions and, most importantly, to reconnect with old friends and make so many new ones. As I leave, I thank all Iraqis for their hospitality, kindness and support to me during my time here. I will not say goodbye but rather that I look forward to seeing you all again when I next return.
